This is the old Russian fairy tale. The tsar is a great father figure, a revered and perfect leader. It's just that he does not know what his underlings are doing. He doesn't realise how badly the serfs are treated. If only someone would tell him the truth, he would end injustice. The tsar's servants, of course, connived at this.

After the advertisement, check out this report in German news. The first vehicle is a police van, the second is a diplomatic car.
Nice point about the czar/benevolent big brother.Actually this theme of great,loving but oblivious leader/vicious secretive underlings is much older.According post exile Judaic texts of Midrash and Talmud-the Isrealite slaves viewed the Pharoah as a great and just leader but was ignorant of the brutality of his slave drivers.In this they contradict the Book of Exodus.
